The idea of this building originated from the need to allocate a place of temporary detention before being brought to trial in the adjacent main courthouse. For this reason the architectural design of this building served as an integral part of the main courthouse building, where these buildings connect with each other through an underground tunnel used to transport prisoners to and from court.
The architectural language of this building conformed to the adjacent courthouse, where the presence of a stone podium represents law force, and which includes functions related with visitors, with four glass towers emerging with light breakers made of pottery reflecting the concept of transparency associated with the judiciary system.
The building consists of the Administration, area allocated for visitation, private detainee medical clinic, in addition to the prison facilities and security surveillance with modern technologies.
